We at PARAP are developing an exciting project in collaboration with the Friends of the Earth Japan (FoE Japan) to jointly assist Krasny Yar, a rural village in the Russian Far East nestled on the Bikin river which pours into the Mother Amour.In one word, the intent of the project is to assist the Krasny Yar village convert its present power infrastructure based on high-cost and polluting diesel oil into an environment-friendly hybrid power system to set a real-life developmental model of the 21st century for the entire rural regions of East Asia. In the Russian Far East, during the days of the Stalinist Soviet hegemony, these native communities like Krasny Yar were turned into animal (especially the sable) fur production units for export in return for government subsidy, including the standard Soviet lifestyle based on an oil-based energy infrastructure. This didn't happen in the non-socialist countries like China and India. And, in this sense, Krasnuy Yar represents a failure example of government-planned remote community development policy. The salient proof is the fact that the people of Krasnuy Yar today are allowed to use electricity only for 4 hours a day. This shows that the cost for the government to maintain this subsidized infrastructure is prohibitively high. 
In the meantime, East Asia in the first decade of the 21st century is moving into a radically different stage of economic development as we all know. Take China for example. Given its population well over ten times that of Japan. If the growth model of Krasuny Yar is followed in China's vast interior regions, the damage to the global environment, especially the earth-warming effect and all manners of pollution, will reach a catastrophic and irreversible level within the coming few decades. But if we work with the people of Krasnuy Yar and succeed in converting its energy infrastructure into a three-way hybrid system, solar, air and river water, it will hold an exciting promise to become a symbol and a workable model for the development of all the rural communities of East Asia as well as the rest of the world. We expect receiving and publishing a number of current video clips depicting the new events and on-going status of Krasnuy Yar's community development efforts including the power infrastructure. We need to ask those of you who access this site to join the direct person-to-person dialogue with the people of Krasnuy Yar village so that PARAP can help all of you to take part in the process of creating a shinning example of how the rural communities of East Asia can work with us to develop a brand new strategy of building an environment-friendly development plan. In this process, you can work with PARAP to jointly create all modes of small-scale community-to-community assistance projects of your choice, such as those in support of school life and education, new community services and the joint development of eco-tours. 
We at PARAP, hand in hand with the Friends of the Earth Japan, plan on visually documenting the entire process of Krasnuy Yar's infrastructure conversion and new community lifestyle development. Once this is done, it can become a persuasive developmental model for all rural communities of East Asia and the rest of the world.
